More water-resistant than “dry”. These are ok if you’re protecting your stuff from a passing rain shower, but that’s about it. The material is very lightweight (about like a pop-up tent) and definitely splash proof. I used it to float a few pieces of clothing while taking a brief swim. Once ashore, the clothing was damp (not soaked), despite the bag never being submerged. I would not use these bags for critical electronics or anything that absolutely can’t get wet.However, if you’re looking to keep stuff safe…
